He was a man who loved spending time with his kids and sharing his garden’s produce with his neighbors in the peaceful community of Fort Smith, Arkansas. It was even more difficult to comprehend Charles Ray Vines’ dark and filthy secret given his impressive outward attributes.

In the 1990s, he was also a brutal serial killer known as the River Valley Killer who raped and stabbed two elderly ladies in Sebastian and Crawford counties to death. He was captured in 2000 after abusing a 16-year-old female.

This Saturday, October 9 at 9 p.m. and 8 p.m. on Oxygen, “Snapped Notorious: The River Valley Killer,” dives closely into Vines’ heinous deeds. The two-hour program features interviews with detectives, psychologists, and victims’ families.

Vine’s first victim was an 89-year-old woman named Lilly Jones who was legally blind yet lived alone. The program claims that on the evening of April 10, 1993, Vines forced his way into her home and viciously beat and raped her there. Due to the victim’s inability to identify her attacker and the limitations of DNA evidence at the time, the case stalled three decades ago.

Juanita Wofford, 58, skipped a church event two months before to being discovered dead in her bed on June 23 of the following year. The blood-spattered crime scene was described as “so terrible… almost beyond description” by authorities in “Snapped Notorious: The River Valley Killer.”

They proclaimed that “a monster” had to have committed this crime. At the crime scene, disturbing evidence was found. Wofford was sexually assaulted after she passed away. The body had recently been urinated nearby.

Police cleared many suspects after an investigation. The investigation finally led to the arrest of Danny Bennett, a local who initially denied responsibility but then admitted to the crimes. He was taken into custody and charged with killing Wofford.

The residents of Fort Smith collectively breathed a sigh of relief, but that sense of security quickly disappeared. While Bennett was still inside, Ruth Henderson, 74, was brutally attacked and killed on August 10, 1995, in a crime scene that unsettlingly mirrored Wofford’s murder.

The detectives increased their search for the culprit after Bennett’s release. Nothing changed in the case after five years. When they returned home in March 2000, the parents of a 16-year-old girl were horrified to see her being raped and stabbed by a family member named Vines. He was associated with the earlier assaults.

In exchange for giving police information about the rapes and killings, including his confession about assaulting Jones, Vines was spared the death penalty. Vines received three terms of life in prison after being proven guilty.
