Ramsey Tokunbo Nouah was born on December 19, 1970. His father was an Israeli national and his mother hailed from Owo, Ondo State. Ramsey Nouah spent a great deal of his life in Lagos State where he received his elementary, secondary and tertiary education. He attended Atara Primary School, Surulere, where he obtained his First School Leaving Certificate upon completion of his primary education. Thereafter, Ramsey Nouah enrolled in Community Grammar School, Surulere, where he obtained his Senior Secondary Certificate Examination. After completion of Secondary School, Ramsey Nouah pursued a degree in Mass Communication from the University of Lagos.

Ramsey Nouah began acting on television when he featured in the 1993 television show called Fortunes, alongside Liz Benson and Regina Askia. From the feature in the television soap opera, Ramsey Nouah ventured into acting for film projects. He has since featured in numerous films with profound recognition by the audiences and award-winning organizations for his artful depiction of his portrayed characters.
